TRANSFORMING WASTE INTO VALUE: A COMMUNITY-BASED CIRCULAR ECONOMY EMPOWERMENT MODEL IN GROBOGAN REGENCY

Abstrak

Conventional household waste management under a linear model ("Buy-Use-Dispose") continuously strains regional sanitation budgets and leads to significant unrealized economic losses in Grobogan Regency. This study aims to examine and implement a local economic empowerment framework through a community-based circular waste ecosystem, positioning the "Jadwal SampahKu" digital platform as an enabling infrastructure to optimize the eco-commodity supply chain. The methodology adopts a participatory approach integrating local authority coordination, communal collection mapping, and an economic incentive conversion system based on reward points for households actively separating their waste. The evaluation demonstrates that establishing this ecosystem effectively transforms community members from passive waste producers into autonomous green economy actors. The strategic use of this digital tool significantly optimizes waste logistics by ensuring structured source-separation, directly cutting regional government expenditure on municipal waste maintenance. Furthermore, the program fosters community ecological autonomy by redirecting local organic waste into productive agricultural inputs and establishing alternative revenue streams for citizens. This study concludes that strengthening community capacity facilitated by circular digital instruments is a critical strategy to accelerate sustainable green economic growth at the regional level.
